2.Geographycal / Ecological Area : Historically, the area ICITP is working in is called Indigenous and Tribal Peoples Concentrated area of the country with eight geographical zones recognized as:
North-East : : The Indigenous and Tribal Peoples in the North-East (in the states of Assam Meghalaya, Arunachal Pradesh, Nagaland, Manipur, Mizoram,Tripura and Sikkim).
Central : The Indigenous and Tribal Peoples in Uttar Pradesh, Bihar, West Bengal, Orissa (except Southern districts) and North-East (the district Surguja, Raigarh and Jadpur)
South-East : Indigenous and Tribal Peoples of North Andra Pradesh (in the district of Srikakulam, Vijaya nagram, Vishaka Pattnam, East Godavari, West Godavari, Adilabad, Karimaganj, Warangal, Khammam and Nalgonda) Southern Orissa and Eastern Madhya Pradesh in the districts of Bastar, Durg, Rajnangaon, Bilaspur and Raipur.
South : The Indigenous and Tribal Peoples of Karnataka, Kerala and Tamilnadu, Pondicherry and all Islands.
West : The Indigenous and Tribal Peoples of Rajasthan, Gujarat, Maharastra, Goa, Duman & Diu, Madhya Pradesh (except North-East and South-East districts), Dadra & Nagar Haveli.
North-West : The Indigenous and Tribal Peoples of Jummu- Kashmir and Himachal Pradesh. Hariana, and Chandigarh.
National Capital : Indigenous and Tribal Peoples from all over the Country residing in the National Capital Territory.
East (Kolkata) : Indigenous and Tribal Peoples from all over the country residing in the Kolkata and its surrounding areas.
3. Legal status : Non Governmental Organisation, NGO, registered in 1994 under Societies Registration Act XXI of 1860; Date of registration: 22 nd of November 1994, Registered No. S/26999 of 1994.
4. Type of organization: Indian Confederation of Indigenous and Tribal Peoples (ICITP) is a confederation of indigenous and tribal peoples organisations involved in issue based movements throughout India. It works for Empowerment& Advocacy, protection and promotion of the rights of Indigenous and Tribal Peoples including Human Rights, Education, Culture, Environment, Language, Socio Economic Development, Biodiversity, Land, Water and Forest.
5. Organization’s out reach: All over the country through its eight zonal bodies.
6. Aims and Objects:-
a. To develop, strengthen and ensure the unity, interlink and Solidarity of covenants/ organizations / institutions of all indigenous and tribal peoples in India without interfering with their autonomy.
b. To develop, strengthen, reserve and uphold the historical principles, philosophy concepts, traditions, languages, and literatures, or scripts and cultural values of the indigenous and tribal people’s groups/ organizations in India.
c. To develop, strengthen and economic exchange of information and view among the indigenous and tribal peoples in India and abroad and between the indigenous and tribal peoples and all other peoples in India.
d. To develop, strengthen and document to preserve, improve and strengthen and continuance of the technology of the indigenous and tribal peoples.
e. To develop, strengthen, and ensure the existence of the traditional social institutions, systems and organizations of all groups of indigenous and tribal people in various regions of Indian and to co-ordinate the common interests of these organizations.
f. To develop, strengthen, and ensure action oriented studies, research, documentation and programme of all forms of social, economic, political and cultural atrocities of denial of social justice of the indigenous and tribal peoples and to fight and campaign against them through peaceful democratic means, especially for the abolition of slavery, genocide, ethnocide and for eviction from their traditional habitat.
g. To educate and campaign for the indigenous and tribal peoples’ rights of land, forest and natural resources including environment and their rights of self-determination in their affairs.
h. To combat racism, or communalism and to denounce any violation of human rights and fundamental liberties of human-kind;
i. To organize, associate, affiliate or to be affiliated with, co-operative and participate in the discussions, debates, seminars, conferences and campaigns of intellectual forms at the state, national and international levels in a mater which affect the indigenous and tribal peoples.
j. To provide training facilities for their social, educational, economic, cultural and administrative matters;
k. To publish or otherwise produce books, journals, papers and other written or recorded materials, translates, subscribe, lend and distribute books, pamphlets and treatises and cause translations to be made into any language the books, pamphlets, etc. and to print, publish, subscribe and contribute the same in connection with the above matters.
l. To take up issues and problems of the indigenous and tribal peoples and their other down-trodden neighbours with the Government of India and the State Government at various levels or departments, to propose proper legislation and amendments to find solutions and to co-operate in the solution and for such purposes to attain consultative status with the governments, for evolving national policies on such issues which affect the indigenous and tribal people especially.
m. To assist, provide information, equip with knowledge of facts etc. to the legislators in the Parliament and the State Legislatures for the constitutional rights and interests of the indigenous and tribal peoples.
n. To watch, develop, strengthen and protect, the interests of all kinds of labour, farmers, students, women and children etc. belonging to indigenous and tribal peoples and to promote their association, organizations or federations wherever those associations, organizations or federations wherever those are non-existent.
Ancillary Objectives:-
a. To obtain, borrow, raise, use disburse, channelise funds, resources, moveable and immovable property, goods, gifts, receipts from membership drive, donations, contributions, charitable foundations, government grants etc. from national and international course and to keep proper accounts for the same.
b. To invest and to operate with banks for transactions, fixed deposits, reserve funds, endowments and for all other necessary and miscellaneous purposes that may be required in such manner as the Government Body shall from time to time think fit.
c. To own, acquire, hire, purchase, receive or lease, give away on lease or to receive as gifts of goods property or land and to construct buildings of house sites, office training centers, libraries, halls etc. and for allied purposes which develop and strengthen the work of the society.
d. To frame schemes, regulations or bye-laws and alter, modify or rescind the same.
e. To do all such things as may be incidental or conducive to the attainment of the. Objects of the society.
OUR Mission: Our mission is to coordinate and facilitate critical awareness and promote solidarity among different tribal groups’ activities in their regions with a view to empower them so that they can take care of themselves. Our mission is to intervene and seek informed participation in matters that concern the indigenous and tribal peoples.
Critical issues indentified: The ICITP has identified dispossession from life sustaining resources of land, forest, water and culture in the name of public interest and national development in the form of mining, setting up industries, mega power plants, big dams, wildlife sanctuaries and military installations threatening their very survival as the main issue; and internal colonialism as the main cause.
Strategy: Our main strategy is to be in a position to be able to negotiate successfully with the State and the concerned agencies in favour of the indigenous and tribal people through awareness raising/education, organisation/mass mobilisation and democratic peaceful resistance. Our concept of development has no (or absolute minimum) displacement, and even when displacement is a must there must be total economic as well as cultural rehabilitation built into the concerned project itself.
In addition, we would want equitable share in the management of the concerned project, and not just compensation as has been the practice so far. We would want to maintain our identity as distinct peoples, different but equals as has been promised in the Constitution. The concept that the lands, forests and waters, which we traditionally possess, are inalienable part of our life, and must be respected as such.
Current Focus: ICITP is currently working mainly focusing on:-
- Empowerment through Capacity Building of the Indigenous and Tribal Peoples of India;
- Advocacy & lobby for protection and promotion of Human Rights, Culture, Health, Education, Socio-Economic Development, language, Land, Water, Forest and Biodiversity;
- Training on Conflict resolution and Peace Building Capacities;
- Empowerment for Self Rule;
- Institutional Buildings and
- Campaign for Solidarity of Indigenous and Tribal Peoples in India.
